Don't sear spices or flour. That just burns them (evidenced by the black burned area when flipped over). Salt only, then sear. Flour and spices go on later.
Roasts are so small these days. When I was raising children…we’d have roast and then get two or three meals as left overs. Things like shepherd’s pie, corn beef hash etc. It is so unfair to young people these days. Prices are so high and the cuts of meat are tiny. Come on government….something needs to be done for these young families. All these young people have it so hard with the cost of living and they deserve the same opportunities as we had. Off my soapbox.
Too high of heat at the start. You want browned, not burnt. You will have a bitterness through the entire meal if you burn the meat at the start. You can skip the flour to make it easier and just throw in some roux later to thicken
Why you using chicken broth when you cooking beef??

Not convinced potatoes weren't overcooked considering their size. 😅
Seems like it would be good except for the brown sugar. Would definitely omit that ingredient.
