I do this too but slight differently and i always do shrimp shumai! It turns out perfectly. Try this.

Use cabbage leaves on top of your trivet ( no basket needed) or if using basket, on the bottom of your steamer basket. Put your dumplings on top of cabbage leaves in a single layer. Pour your water (1.5 cups is fine) over the dumplings which will drain into the bottom of the pot. You want to wet the skin of all your dumplings before steaming. Set time to 5 mins on manual high pressure. Then allow to naturally release for 5 mins. Then quick release the rest of the way. So so good! Great texture. It will never replace dim sum restaurant but will be close enough for the convenience of home.
