I’m going to try making this, but I’m going to also be adding Dungeness crab and mussels. Is any pre-cooking necessary as far as they are concerned, or can they go in raw like the shrimp, and be fully cooked in 15-20 minutes?

no thanks,,,, Im not sure about the VOC's or other petroleum chemicals leaching out of a plastic bag and into the food no matter what the manufactures say about there bags being safe, the'll say what ever there allowed so you will buy it and just to say I made it in a plastic bag does not empress me in the least its just a dumb way of showing off,,,, there are better ways to cook all that food.
