I think the combiner + grabber shenanigans has less to do with "tick speed" and more with when an object is considered "on" the grabber. Any time the object is in motion, it's considered "on" the grabber; this includes when the object seems to be moving over a different appliance, which makes it a bit counterintiluitive.

So, when the water is combined with the pot, it's immediately taken by the rotating grabber very early in the animation. Because it's moving and considered on the grabber, it combines the onion despite where it is visually.

I think anything that could do with tickspeed would come down to priority calculations when a bunch of appliances act upon a single appliance at theoretically the same time. Even then minor things like an ingredient being a moment late to a combiner could throw the entire thing off.
