    I don't see this saving time. 10 minutes in the pressure cooker, after it gets up to heat. Another 15 to cook down.
    But none of those ingredients take long to cook, the potatoes would be done in 25 minutes or less of boiling.

    Personally I wouldn't add flour. You don't need it in a soup. Just blend half of the mixture in a blender before adding the bellpepper and use less cream. Just a little bit cream is enough. I would go for 1/3 broth, 1/3 milk and 1/3 cream. Bacon fat is way enough to make it tasty. It's sounds very delicious tho.
