FYI: The reason why your dish was that spicy was because of the addition of the Rotel & the whole can of green chilies. Chili powder isn't spicy on its own….It is just used as a spice to add pungency and flavor to dishes.
You might want to just add the plain diced tomatoes & half of the green chilies, taste it after a few minutes of cooking, then taste before you add the entire can. You may not need it. I'm not a spicy food girl. I see you're not either. That's why I added my 2 cents.🤗
